Google Voice allows you to call anyone from the United States and Canada for free. All you need to do is forward your cell phone number to Google Voice when you sign-up and you can create your own Google Voice phone number. You make calls from Gmail, Google’s email service.

4. Other Options
Magic Jack is a USB device that you can use to make free calls in North America for only $20 per year. All you do is install the Magic Jack and you can make calls via your PC. Net10 and Tracfone allow you to have “no contract” mobile phones, which means you only buy one of their phones and you only pay for the pre-paid minutes.
